New band of battlers emerges: People on six-figure incomes increasingly turn to WA social services for support

WA has a new group of battlers — those on incomes of $100,000 or more. Over the past four years, the number of families on incomes of $100,000 or more who can’t make ends meet and have turned to welfare agencies for help has exploded, according to a new report from the Financial Wellbeing Collective, which will be released on Sunday. “A majority of our client base are on government benefits, but what the cost-of-living crisis has brought to light is that not just low-income households, but medium-to-high income households — are not immune to hardship,” collective general manager Helena Jakupovic told The Sunday Times. “The fact that high-income bracket households are also struggling — and we have had big jumps in income brackets over $100,000 to $160,000-plus — reflects how unsustainable the current cost of living situation is for Western Australians.” Persistently high inflation has pushed up the prices of everything from groceries to insurance and rent, while interest rate hikes have increased mortgage repayments for those still paying off a home. Between 2020-21 and 2023-24, the number of people with a household income of $100,000 or more who turned to a financial counsellor to get them out of trouble increased 190 per cent, from 164 to 475. Meanwhile, the number of WA households with a combined income of $160,000 or more seeking the same help rose from 35 in 2020-21 to 75 in 2023-24. Ms Jakupovic said that though the numbers reported were small, many more people in a similar situation were likely to feel too ashamed to seek help — and many in those income bands were finding they needed help for the first time. “This is the hardship we are seeing, but so much is hidden. Like an iceberg, it’s only the tip that is visible,” she said. “There are so many more in the community who are struggling. “Regardless of income level, it’s a sad situation when in one of the richest States, in what we call the Lucky Country, our people are going without food and medical treatment, are having their utility service disconnected or are living in cars.” Among other major findings from the collective’s 29,000 clients, hardship was becoming more common and widespread, with housing stress, cost of living, and inadequate income being the main causes. Data showed that over the last three years, the number of people needing emergency relief jumped 50 per cent. Last year, there were 36,210 calls to agencies for help. In addition, over the last three years, there has been a 24 per cent jump in utility grant applications. Women, particularly single mothers, were one of the hardest hit groups by the cost-of-living crunch. Nearly three-quarters of people receiving emergency relief last year were women, particularly single mothers — with 34,000 children estimated to be affected by hardship during the past three years. Data showed West Australians were also paying 43 per cent of their household income on mortgages or rent payments, compared to 32 per cent three years ago. Ms Jakupovic said the cost-of-living crisis was affecting everyone. “Prior to the pandemic, unemployment, illness, or debt was the main reason for hardship in the client cohort we support — now it’s the cost of living,” she said. “Cost-of-living has deepened the levels of poverty for clients who were already struggling and made hardship more widespread. “We are seeing clients new to hardship, particularly working families needing hardship assistance for the first time.” And she had this warning for the future: “If things continue as they are, more people in the $100,000-plus household income cohort are going to have to make difficult decisions as they deal with increasing financial pressure. “For families struggling like this for the first time, it’s going to be a difficult transition, and they will have to make tough choices. Unfortunately, it’s the kind of choices that so many of our clients have had to make for their entire lives.” The collective represents 12 WA frontline agencies, including Mission Australia, Uniting and Anglicare. Anglicare boss Mark Glasson said the report showed a “tragic underbelly” of growing financial and mental distress. “It shows that nearly everyone is feeling the increased cost of living, and rising numbers of people are really struggling (including) people who haven’t felt this kind of pressure before,” he said. “It doesn’t seem that long ago that if you were in a couple and both working full time or had a household income of $150,000, you probably felt pretty stable. “This report shows us that feeling is costing more and more every year.” Since 2022, there have been 13 interest rate hikes. The average home loan in WA is now $552,154, costing homeowners $3700 in monthly repayments, compared to $2465 three years ago. Rental payments in Perth are now more than $600 a week — and the wait list for State housing has topped 20,000. According to comparison site Finder, two in five homeowners with a combined household income of more than $100,000 say they are struggling to pay their home loan — the highest it has recorded in five years. “There’s little wriggle room — even for double-income households — with six figures barely enough to cover housing, food and everything else,” Finder spokeswoman Rebecca Pike said.
